A horse is considered a non runner if once it has officially been declared for a horse race it is then subsequently withdrawn for one of many reasons with the most common being a official change in the going but there are many other reasons such as travel issues getting to the course or if a horse is injured or deemed to be ill. The trainer of the horse has to inform the governing board of racing the BHA if he or she wishes to withdraw (or scratch) their horse from a particular race.

If a horse (under 14/1) is deemed a non runner it will affect the odds quoted of its opponents with a complex system called a ‘rule 4’ which takes a percentage off of the remaining horses odds according to the non runners price at time of withdrawal.
