Default Injury time & Time wasting

Is it time football adopting an american style ball in play count down timer, rather than leaving time added on to a referee?

Now obviously the game would no longer be 90mins long, as I think the ball's only usually in play for about 60 mins a game, so maybe 2 halfs of 30 mins where the ball is actually in play?

I just think too many teams get away with time wasting and the referee's rarely seem to add on enough time to compensate for it.

Im pretty sure when the MLS first started they actually had this.
It was the 90 mins they played, and at the end in typical daft-american style, a clanger went off at the end of the 90 mins instead of the ref whistling.
If i remember correctly the countdown would stop when the ball got kicked out to touch etc.

Any yanks in here back this up??
