Is This Fair for Drivers? New Car Tax Rates

Is this fair, I don't drive a car as I bus it to work.

But if i did own a car and for Car Tax purposes would this mean if i own
VW Polo Bluemotion 1.4 Tdi (diesel) with CO2 emissions (g/km) up
to a 100

I would not have to pay road Tax or if I owned Skoda Fabia Estate Greenline (diesel) with CO2 emissions (g/km) and it was again 101 to 110 i would only pay £20 a year.

If I read this table as I state above then that's what i would possibly own to save some big money
