i think you do have to have worked in an office to get the office. All the characters are there, its just observational comedy in a sit-com format like the equally outstanding royle family and to some extent phoenix nights. It should probably be called character comedy rather than situation comedy as the humour isn't really in the situation at all.
Thats where we differ from the americans. If you take friends as an example the characters just don't exist, they're charicatures and generalisations, so the humour has to come from the situation.
