Looked a bit further back , to 1966 and from then until 2004 no less than 9 out of 10 opening games have ended UNDER 2.5 GOALS .

That 2.1 looks even better now

ITALY 2-0 , A reasonable start with 2 out the original 3 coming up , pity about the opening game and ARGENTINA but there we go.

SPAIN have a decent OVER record in the group stage of the last 6 WC's
3/3 , 2/3 , 2/3 , 2/3 , 2/3 , 1/3.

Now it may confuse you that i'm going for SPAIN v UKRAINE to end UNDER 2.5 goals tomorrow and the reasoning is as follows

SPAIN have a decent record of scoring in the group stages ;but usually against the 'weaker' sides in their group and ,imo, UKRAINE are their nearest challengers for top spot in the section.
In qualifying ,SPAIN had 8/11 games finish UNDER , the other 2 were the matches against SAN MARINO!! and the play-off game.
They did manage to beat SLOVENIA 5-1 in the home leg of the play-off.
They only conceded 5 [ in 12 games] goals so their defence is solid enough.

UKRAINE had 9/12 qualifiers end UNDER , the others were a 2-1 win in KHAZAKSTAN , a 2-2 draw away in ALBANIA and an impressive 3-0 win in TURKEY.
In total they conceded 7 goals in 12 games.

With ,what should be comparably easier games on paper against TUNISIA + SAUDI ARABIA i can honestly see this being a low scoring affair.

You can try and assume most things in a game of football but when one team doesn't show up there's not much you can do

ENGLAND also look very tempting in the UNDER 2.5 goals section.
In 15 Group games they have only had 3 OVERS , with none of them coming against what you would consider 'easier sides'
In fact their record against teams considered to be 'whipping boys' is fairly average.

FRANCE - TUNISIA 2-0
ITALY - EGYPT 1-0
MEXICO - MORROCO 0-0
SPAIN - KUWAIT 1-0.
