The Cardiff Blues have not lost at home in the Magners League since Jan 2006 and are looking for a 4th straight win this season. Based on my own ELO ratings, I would expect the Cardiff Blues to beat Leinster by around 4 points.
The Scarlets however, have been a bit shakier this season, with 1 win from 3 games (they've lost at home to the Dragons, won away at the Ospreys and lost away to Munster). Based on the ELO ratings, I would expect them to win this comfortably by at least 13 points.
