First of all, I certainly agree that the Muslim councillor's comments and the Tayside police's "apology" are very, very silly.
But all the reports of this that I found used terms like "sparked outrage", "offended", etc., and I really can't find any evidence that anybody was outraged or offended. The quotes from the Muslim councillor, although very silly (partly because he should have been able to predict the consequences) certainly don't seem at all "outraged". Stripped of all the tabloidese rhetoric, this story is:
"Somebody says that some Muslims won't want to put up pictures of dogs in their shops, so he says that if you want them to display your adverts then it might be a good idea to give them adverts without pictures of dogs on them."
