Not sure I totally understand.....is this what you're suggesting (and correct me if I'm wrong)...

PokerTrillion, we pay, for example, 10 x €11 buyins per month to a private PL sat - others may buy in and 1 in 10 get a seat? I'm not sure that really reduces the risk
and for the same money the club may not get a player in the trillion game (or may get multiple players)
